How stamp duty works in Australian Capital Territory

There are two scales for homes and residential land. The lower eligible owner-occupier scale applies when every buyer is an individual and at least one will live there for a year. Both are charged per $100 or part of $100. Above $1,455,000 a flat $4.54 per $100 applies to the whole value.

Property used wholly or partly for a commercial purpose pays the commercial rate. From 1 July 2026 that is nil up to $2,100,000 and $5.00 per $100 of the whole value above it.

First home buyers in ACT

The ACT doesn't have a separate first home buyer duty scheme. Instead, the income-tested Home Buyer Concession Scheme can reduce duty to nil for eligible buyers of a home or residential land, whether or not it's their first home. Eligibility depends on household income and recent property ownership, so check it with the ACT Revenue Office's eligibility checker.

Concessions and exemptions

Eligible owner-occupier rates

Lower rates when at least one buyer will live there for a year.

Home Buyer Concession Scheme

Income-tested concession that can reduce duty to nil. Not included in our estimate.

Foreign purchasers

The ACT does not charge a foreign purchaser surcharge on conveyance duty. Foreign owners of residential land pay a foreign ownership surcharge on land tax instead, which is an ongoing tax rather than an upfront cost.
